The Department of Science & Technology (DST), Government of India has invited proposals under the Scheduled Caste Sub Plan (SCSP) for implementing Science, Technology and Innovation (STI)–based livelihood interventions in selected Aspirational Blocks.
This call is part of the national mission Mission सह-SANKALP (Science and Advanced Networks for Knowledge-driven Action for Livelihood Promotion). The motive is to integrate Science and Technology solutions with rural and tribal livelihoods to promote sustainability, resilience, and inclusive socio-economic growth, in alignment with the Sustainable Development Goals (SDGs).

Objective of the Call for Proposals
This Call for Proposals (CFP) invites eligible institutions to:
- Promote inclusive development for the Scheduled Caste (SC) communities
- Strengthening rural and tribal livelihoods
- Explicitly align with Mission सह-SANKALP objectives and the Sustainable Development Goals (SDGs)
Work Packages (WPs)
Funding and implementation will be structured around the following six WPs:
WP 1: Identification of sites based on predominant livelihood systems in the proposed geographical area.
WP 2: Analysis of Predominant Livelihood System and local knowledge/innovation system
WP 3: Providing district-level databases including livelihood data, socio-economic & environmental status, availability of natural resources & infrastructure, and S&T solutions for AI modelling, and spatial visualization
WP 4: Mapping of technology requirements and resource availability
WP 5: STI Intervention: Technology Assessment, Adaptation, Localization, Pilot Testing & Implementation for long-term, environmentally friendly economic opportunities and Sustainable Livelihoods
WP 6: Capacity building of institutions and marginalised communities on manufacturing, maintenance, and marketing of technologies and products.
Eligibility Criteria
Eligible applicants/lead partners include:
- Academic and R&D institutions
- Central and State Government S&T organizations
- Technical institutions (IITs, NITs, IISERs, etc.)
- Registered NGOs with a minimum of 3 years of experience in STI-based projects (must be registered on NGO Darpan)
- Autonomous bodies under Central/State Governments
